IS THE LAW A SUPER - NANNY FOR GROWN UPS? - AREN'T WE JUST OVERWORKING HER?

It would appear we struggle to do right by one another as members of the various communities to which we belong and the world at large without some kind of external compelling force yet each and every one of us supposedly has a conscience. In case anyone professes not have a conscience or not to believe in its existence and ability to assist introspection and self control, we have the law in front of which we are all supposed to be equal.
There is an analogy; a nanny has a tough job of maintaining peace & order among kids in a household especially naughty and rebellious siblings who just refuse to cooperate and do what they are supposed to do,  with adults it seems the law is our nanny and she is supposed to be a super one at that because we really give her a tough time maintaining peace and order amongst us as people and citizens.
One asks; does it have to take obligation and compulsion by the law to do right by one another? Should one be deterred by fear of life imprisonment and the death sentence where it is exercised   when contemplating murder  rather than an inherent sense of what is right and expected of a person living among other people? Does it take fear of the International Criminal Court sitting at the Hague and the kind of sentences handed down by it to perpetrators of genocide and various gruesome human rights abuses by powerful and truant political figures? Where is the thinking and feeling of the person when deciding to carry out such atrocities on fellow human beings? Surely the law as the super-nanny has her work cut out for her.
The scourge of corruption is at unprecedented levels in society and it does not seem to be slowing down and lady law is chasing her trying to catch up by enacting new instruments, statutes, articles and sub - sections in the hope of curbing and taming the scourge.
It will always be hard for her and she will keep running behind as long as each and every one of us does not take it upon ourselves to introspect, achieve self mastery and be considerate of society knowing that our actions and decisions have a bearing on others directly and indirectly. The negative     actions  beget negative actions and consequences. If we pause for a moment and think we realise that corruption affects in the worst ways those who are poor and already suffering such as orphans, vulnerable children, widows, peasants who have no audible voice and defence in society. When resources get misappropriated for personal gains at the expense of the poor it is a painful injustice and when those robbed by it try and raise their small voices super-nanny lady law is arm-twisted and silenced using the same misappropriated resources.
As society we are dealing with challenges of gender based violence  which usually presents in cases of men abusing, maiming and traumatising women after which they go on the run trying to evade the law yet as men we have mothers, sisters, grandmothers and daughters whom we love so much and would do anything to protect and ensure are in safe spaces. How do we then go on and violate someone else's grandmother,  daughter, sister and mother? Lady law as our supernanny can only do so much in keeping us at our best behaviour if we do not find it in our hearts and minds to protect our women & girls. Some men suffer at the hands of women who abuse society's view of women as people deserving protection by the law as far as gender based violence is concerned, here too lady law is arm-twisted and finds herself defending a perpetrator abusing gender protection.
 The law is overwhelmed and compromised every time we fail to cooperate and arm-twist her to cover up our shortcomings. However it is possible to live better and make the world a better place by helping one another live right and do the right things starting within ourselves.
As much as things are not all in black and white or straightforward like that with a lot of grey areas we can do better than hide behind this fact and get away with crookedness which hurts many people, the collateral damage gets too much.
